Description
FTSE Russell’s reclassification of Vietnam to Secondary Emerging status is now a confirmed, dated event. Inclusion runs in four tranches between September 2026 and September 2027. Yet the money it brings does not flow into Vietnam ETFs. It flows into global emerging-market index funds that buy Vietnamese shares directly.
The dedicated Vietnam ETF universe, onshore and offshore, held VND66.6tn (about US$2.5bn) at the end of June 2026. It saw more than VND4.2tn of net redemptions in the first half of the year and remains well below its July 2023 peak of VND83.1tn. The upgrade raises Vietnam’s visibility. It does not, by itself, fix the demand problem inside the ETF wrapper.
This report maps the full Vietnam ETF universe, from the Dragon Capital funds that hold about 74% of onshore assets to the offshore vehicles listed in the US, Taiwan, Korea, Europe and Hong Kong. It tracks fund flows and performance, sizes the FTSE passive-flow tranches, and assesses what it will take to reach MSCI Emerging Markets status.
The analysis compares Vietnam with ASEAN peers and North Asian ETF markets, including Taiwan, Korea and China. It shows that fund-industry depth does not automatically become ETF depth. Distribution and product design decide it.
The report also covers the reforms behind the upgrade, from non-prefunding under Circular 68 to the planned launch of central clearing in Q1 2027. These reforms, not FTSE flows alone, will decide whether Vietnam’s ETF market can scale.
Designed for institutional allocators, fund managers, ETF issuers, listed corporates and policymakers, the report closes with DealFlow’s outlook and practical takeaways for each group.
